(b) Inner City Developments

Most inner city sites have been developed on a piecemeal basis, due to the demolition of older deteriorated buildings. The land of most central areas has been ‘nationalised’, with the commune as ‘ground landlord’; the commune consequently exercises close control over individual developments. Larger sites are developed according to specially prepared design briefs which control the type, size and character of new buildings. When individual sites are developed in peripheral areas, already designated for housing development, building permits are all that is normally required. These sites are usually developed by small scale private builders.
